OLD IRCS ---> According to a recent message from Akhilesh Mathur, Mail Programme Manager, International Bureau of the UPU, "old" IRCs have no expiration date. "All countries are bound to exchange old and new IRC's", Mathur states. "The old ones are valid for exchange indefinitely. If any country is not exchanging the old coupons it is in error.
